The Demise of the 28-Clause Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the presentation of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been stabilised. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: another massive barrage of rocket attacks on Kyiv.

The Pattern of Diplomacy and Destruction

The sequence of opposing developments captured the grim essence of the current period. By day, negotiation efforts are waged: positive announcements are released from different nations. Immense energy is expended on managing certain initiatives. By night, the Kremlin clearly shows the world that, for them, military action persists as the main instrument for achieving "peace".

Nocturnal Warfare

As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is equipped to monitor missile launches from enemy soil, a capability afforded by up-to-date information. From vantage locations, military aircraft that had been dispatched to counter approaching cruise missiles streaked across the sky – modern combat jets supplied to Ukraine by European allies.

Shortly after, Kyiv's missile defense activated: defensive missiles fired to intercept a hostile projectile. This was a sophisticated defense system at work, probably delivered by allied countries. Every launch creates sudden vibrations, causing tremors. The instant of fear quickly transforms into sober acceptance: possibly the incoming missile won't hit its mark this time, preventing destruction from ruin and additional electricity failures.

Ongoing Risks

Following this, a large-caliber weapon fired at a aerial vehicle somewhere nearby, part of a mobile-fire group – probably allied-provided weaponry. Unfortunately, the shots failed to hit the enemy aircraft – it continued its flight toward its destination.

Periodically, this continued until dawn. Kyiv greeted the early updates: seven people killed, destruction and heating outages in multiple buildings as a result of the night's assault. As customarily, everyone still maintained normal activities – living the war. But those full day encapsulated Ukraine's critical military reliance on international aid – a reliance that neighboring countries are clearly incapable to fill in the near term.

Ineffective Peace Efforts

The comprehensive proposal from American leadership generated strong feelings, debate and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.

Every new proposal from American administration adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually win the battle. This cycle will, no doubt, persist.

Tactical Assessments

It is convenient to criticize specific actors of consistently pushing Russian terms. But that does not seem to be the complete picture. US administration functions according to a premise understood by experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The American government believes that it is impossible to pressure the Kremlin to surrender the territory that it already controls in Ukraine's southern or eastern regions.

The issue is that while acknowledging this situation, US leadership does little to discourage Russia, through words or deeds, from thinking that the status quo will not change more in its advantage in the coming year.

Conflicting Perspectives

Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their motivation to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to stop fighting, but they will continue as long as Russia's leader remains supremely confident in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding lives and land but averting a entire defensive failure until circumstances change in its favour.

Existing Situation

Objectively, there are no real preconditions for a ceasefire. Now, individual motivations are coming into play: political desires to mediate resolution and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unsuitable, so that their focus does not switch to internal issues. And although their task will now be considerably more difficult after recent developments, it remains very improbable that this will change their overall approach.

These opposing factors are driving the talks.

Assessment and Future

It took a mere seven days to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, recent disclosures, all did their job.

While new proposals based on old ideas are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to alter the situation, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, primarily depend on continued Western support.
